The Circus Saints & Sinners club is a nonprofit organization dedicated to fellowship and community service through charitable giving. Serving the greater Wheeling area since 1929, the group has raised over one million dollars for local charities. In 2015 it was recognized by Governor Earl Ray Tomblin with the Governor’s Service Award through Volunteer West Virginia, the State’s Commission for National and Community Service. This prestigious award honors outstanding individuals and groups involved in solving social issues through volunteer service. The Plaza on Market in Downtown Wheeling, not to be confused with the Centre Market in Center Wheeling (where Coleman’s Fish Market is located). This is in the northern part of the city just off I-70, near the historic Wheeling Suspension Bridge. The street address is 1061 Market Street, Wheeling, WV 26003.
Within a very short walk, there are several surface lots and parking garages available. There is also ample street parking.

Doors open at 5:00 pm. The festival closes at 11:00 pm. Last call is at 10:30 pm.
Advance General Admission ticket is $25. Day of Show tickets are $30. Save $6 on ticket price and fees when you buy early. All tickets include a $10 beverage credit.
We anticipate that tickets will be available at the door. However, the Plaza on Market has limited space and will be fenced-in for this event. The only way to guarantee a ticket is to purchase in advance.
You can pay by credit or debit card online at www.PartyOnThePlaza.org. At the door, if there are tickets available, you can pay by credit or debit card or cash.
Festival Entry. $10 beverage credit. Live Entertainment. The first 300 online buyers will receive a FREE commemorative coolie.

Valid photo ID is required for admittance (no exceptions).
Yes, two (2) beverages permitted per purchase.
No entrance or re-entrance for anyone showing signs of intoxication. No exceptions. No refunds.
Food for purchase is available from local vendors.
No large bags or coolers allowed. All bags and backpacks are subject to search.
No outside food or beverage permitted.
No pets permitted except certified service animals.
No, you must be 21 years of age to enter the Party on the Plaza.
No illegal drugs/substances or drug paraphernalia permitted.
The Plaza on Market is a smoke free venue.
The Party on the Plaza reserves the right to card anyone at any time, even after initial admittance. Wristbands must be always visible. Shirts and shoes must be worn at all times. No offensive language or conduct. The Party on the Plaza servers reserve the right to refuse service to anyone who appears intoxicated and/or does not comply with wristband identification policy. Alcoholic beverage sales limited to two (2) per purchase. Violation of any of these policies may result in your immediate removal from the festival.
